Cabinet Approves Security and Tax Measures for Oil Refinery Complex
Mongolia's Cabinet placed the Altanshiree oil refinery, its water facilities and crude-oil pipeline complex under Internal Troops protection and backed development of the site as an industrial and technology park. The park framework provides a ten-year land-fee exemption, a five-year property-tax exemption and deferred customs and value-added tax payments of up to four years for qualifying imported inputs unavailable domestically. Foreign employees may also be exempt from workplace fees. The government ordered technical review, a development plan, feasibility work, special-purpose state land designation and staged permitting to address liabilities that had threatened further delays.

The Cabinet approved additional legal and security measures for the oil refinery project in Altanshiree soum. The refinery, supporting water infrastructure and crude-oil pipeline complex will be protected by Mongolia's Internal Troops, while the project area is to be developed under an industrial and technology park regime.
The framework includes a land-fee exemption for the first ten years and a property-tax exemption for the first five years. Customs duties and value-added tax on qualifying inputs not available in Mongolia may be deferred for up to four years, and foreign workers may be exempt from workplace fees. Authorities were instructed to complete technical review, a park development plan and feasibility study, designate land for special state needs and issue permits in stages.
