When UNCCD COP17 opens in Ulaanbaatar on August 17, Mongolia will occupy two roles at once. It will chair a global negotiation on desertification, land degradation and drought, and it will present itself as one of the countries most exposed to those pressures. The updated National Desertification Atlas gives that dual role a stark baseline: 81.9 percent of national territory is affected to some degree, soil moisture has declined across 93.3 percent, drought intensity has risen over 53.5 percent, and plant productivity has fallen across 22.3 percent.

The conference is therefore more than a diplomatic showcase. It is an opportunity to connect international finance and policy with the daily governance of pasture, water, livestock and local development. But global conferences can generate declarations, pilot projects and photographs without changing incentives on the ground. Mongolia's measure of success should not be the number of delegates or side events. It should be whether the country has stronger institutions and healthier land five years after the venue is dismantled.

Start with what the atlas does—and does not—say

The new atlas is a major public-policy asset. It draws on data from 1991–2025 and uses satellite imagery, remote sensing, geographic information systems and spatial analysis. A common national baseline can help ministries, aimags, researchers and development partners discuss the same landscape rather than rely on disconnected project maps.

Its headline findings also require careful interpretation. Compared with the 2020 assessment, the total area affected by desertification and land degradation increased by five percentage points, while the area classified as severe or very severe declined by 16.2 percentage points. Those trends are not necessarily contradictory. They may show movement between categories, regional variation, restoration in some locations and new pressure in others, or changes in data and methodology.

The policy lesson is that a national percentage cannot direct local action by itself. Mongolia should publish the methodology, geospatial layers, uncertainty ranges and comparable time series where possible. Every aimag and soum needs to know which pressures dominate locally: overgrazing, drought, erosion, mining disturbance, off-road traffic, water stress or some combination. Restoration policy should follow the cause, not merely the color on a national map.

Put rangeland governance at the center

Rangelands are ecological infrastructure and the productive base of pastoral livelihoods. The World Bank notes that livestock supports nearly a third of Mongolia's population, while increasingly frequent dzud and environmental degradation threaten rural resilience. UNCCD's planned Rangelands Flagship Initiative places knowledge, investment and institutions around rangelands at the center of the COP17 legacy.

The hardest issue is not planting vegetation; it is aligning rights, mobility and incentives. Pasture is used collectively, herders need flexibility to move during drought and dzud, and local authorities face pressure to protect livelihoods while preventing concentration and degradation. Rules that are too weak invite open-access overuse. Rules that are too rigid can block mobility and penalize smaller herders.

A workable settlement needs locally negotiated seasonal plans, transparent carrying-capacity information, protected reserve pastures, functioning water-point governance and fair mechanisms for resolving disputes. Herders should participate in monitoring and receive benefits when collective management improves land condition. Livestock taxation, insurance, animal health, market access and social protection should reinforce—not contradict—sustainable stocking decisions.

The UNECE environmental review identifies recurring gaps in coordination, finance, monitoring and local participation. COP17 can help, but international projects should strengthen permanent Mongolian institutions rather than create parallel implementation units that disappear when grants end.

Convert pledges into a costed investment pipeline

Restoration requires money, but “more finance” is not a sufficient plan. Mongolia needs a pipeline of projects with defined landscapes, beneficiaries, ecological baselines, costs, safeguards, maintenance responsibilities and measurable results. National government, local budgets, climate and biodiversity funds, development banks, mining companies and livestock value-chain businesses can all contribute, but their roles should be explicit.

Public funds should finance core functions that markets will underprovide: mapping, extension services, drought monitoring, local planning, enforcement and long-term ecological observation. Concessional international finance can support large landscape programs and climate-resilient infrastructure. Private money is most credible where a revenue stream exists, such as traceable sustainable cashmere and meat, improved water efficiency, restoration obligations linked to mining, or verified ecosystem services.

Mongolia should avoid counting every commercial loan or corporate tree-planting promise as restoration finance. Funding should be tagged to a national classification and disclosed by source, instrument, location and expected result. Projects need maintenance budgets after the initial planting or construction. Independent audits should examine both money spent and ecological survival.

A COP17 legacy fund could be useful only if it is governed transparently, protects local participation and complements normal budgets instead of replacing them. A public project registry would allow citizens and partners to see where commitments overlap, where gaps remain and which interventions actually work.

Make local government the delivery system

Mongolia's central ministries can negotiate conventions and set standards, but restoration takes place in soums and bags. Local governments need technical staff, usable data, procurement capacity and predictable multi-year resources. They also need authority to coordinate pasture, water, roads, mining rehabilitation and disaster preparedness across administrative boundaries.

A national program should select representative landscapes in the Gobi, steppe, forest-steppe and mountain regions and build integrated local delivery teams. These should combine environmental officers, land managers, veterinary and agricultural services, disaster-risk specialists and herder organizations. Universities and research institutes can provide scientific support, while national agencies maintain common standards and data systems.

Performance grants could reward local governments for verified improvements, but metrics must be protected from gaming. Rainfall can improve vegetation without better management, while a severe drought can temporarily worsen conditions despite sound practice. Evaluation should therefore combine remote sensing with field sampling and compare outcomes against climate-adjusted baselines.

Measure resilience, not activity

Governments and donors often report hectares “covered,” trees planted, people trained or meetings held. Those outputs are easy to count but do not prove that ecosystems or livelihoods are more resilient. Mongolia should adopt a smaller set of outcome indicators and publish them annually. They could include:

  • vegetation cover, productivity and recovery after drought;
  • soil moisture, erosion risk and water-point condition;
  • the share of mining-disturbed land rehabilitated to verified standards;
  • livestock mortality, household income volatility and insurance coverage;
  • compliance with seasonal pasture plans and the availability of reserve grazing;
  • public and private restoration finance disbursed, maintained and independently verified.

The atlas can be the baseline for a public land-health dashboard, with national consistency and local detail. Data should remain open enough for researchers, herder organizations and journalists to test official claims. Where methods change, old and new series should overlap so that apparent improvement is not created by a revised classification.

Use diplomacy to reinforce domestic reform

Mongolia's COP17 presidency offers diplomatic leverage. The conference brings together 197 parties and focuses attention on restoration, drought resilience, water, rangelands and food systems. Mongolia can use that platform to build a coalition of rangeland states, attract technical partnerships and give pastoralist communities a stronger voice in global policy. Cooperation with Egypt, the future COP18 host, can protect continuity after attention moves away from Ulaanbaatar.

But the credibility of Mongolia's international message will depend on domestic choices. It is difficult to advocate global rangeland investment while local land-use rules remain uncertain, environmental data are inaccessible or rehabilitation obligations are weakly enforced. Conversely, transparent reforms at home would give Mongolia authority beyond the size of its economy. A country confronting severe land pressure can become a source of practical standards for other dryland states.

A five-year post-COP compact

Before COP17 closes, Mongolia should announce a domestic compact running to 2031 with five commitments:

1. Publish the atlas data and a harmonized land-health monitoring protocol. 2. Establish locally negotiated rangeland-management arrangements in priority landscapes, with safeguards for mobility and small herders. 3. Create a costed, publicly searchable restoration-investment pipeline and annual finance report. 4. Build permanent multidisciplinary delivery capacity in selected aimags and progressively scale what works. 5. Commission independent reviews in 2028 and 2031 covering ecological, fiscal and livelihood outcomes.

These commitments are less dramatic than a conference declaration. That is their value. They translate global attention into routines, budgets, data and accountability that can survive political turnover.

Mongolia cannot control rainfall or global warming, and restoration will not return every landscape to an imagined historical condition. It can, however, reduce avoidable pressure, protect mobility and livelihoods, direct finance toward evidence-based solutions and learn systematically across regions.

COP17 will give Mongolia a global stage for two weeks. The durable achievement would be a state capable of governing land restoration every week thereafter.

Protect legitimacy through participation

Restoration changes access to land and water, so it creates benefits, costs and potential conflict. Consultation cannot be limited to inviting selected representatives to a conference hall. Women herders, young people, small herd owners and households that move across administrative boundaries need practical ways to shape local plans and challenge unfair decisions. Safeguards should require public notice, accessible maps, recorded reasons for restrictions and a functioning appeal process.

Traditional knowledge and scientific monitoring should be treated as complementary. Herders observe seasonal change at a resolution that satellites may miss, while remote sensing can reveal cumulative trends beyond any one grazing area. Joint interpretation can improve decisions and public acceptance. Participation is therefore not simply a social safeguard; it is part of the evidence system on which effective restoration depends.
