The Ulaanbaatar Citizens’ Representatives Khural approved a proposal to establish a special economic zone within the Selbe subcenter. The associated redevelopment covers 158 hectares across parts of Sukhbaatar and Chingeltei districts. Plans call for 113 residential blocks with 8,575 apartments, while 40 hectares remain allocated to schools, kindergartens, green areas, parking and other social infrastructure.

City officials said approximately 420 businesses could operate in the zone. Eligible firms may receive time-limited tax and non-tax support, access to concessional financing and faster permit procedures. Officials presented the measure as part of a smart, green and mixed-use district model and said it would not alter the approved social-infrastructure plan.
