Ulaanbaatar Approves Selbe Smart City Special Economic Zone Proposal
Ulaanbaatar’s Citizens’ Representatives Khural approved a resolution to establish a special economic zone at the Selbe subcenter. The broader housing project covers 158 hectares, where 2,206 land parcels have been cleared for 113 residential blocks containing 8,575 apartments; 40 hectares are reserved for social facilities. City officials say the zone could accommodate about 420 businesses and offer time-limited tax, fee, financing and permitting support. Existing plans for green space, schools, kindergartens, parking and public facilities are to remain unchanged. Further rules will define the operating framework.

The associated redevelopment covers 158 hectares across parts of Sukhbaatar and Chingeltei districts. Plans call for 113 residential blocks with 8,575 apartments, while 40 hectares remain allocated to schools, kindergartens, green areas, parking and other social infrastructure.
City officials said approximately 420 businesses could operate in the zone. Eligible firms may receive time-limited tax and non-tax support, access to concessional financing and faster permit procedures. Officials presented the measure as part of a smart, green and mixed-use district model and said it would not alter the approved social-infrastructure plan.
