Government Submits Amendment to Mongolia's 2026 Fiscal Framework
Prime Minister N. Uchral presented draft amendments to Mongolia's 2026 medium-term fiscal framework and state budget. The proposal would authorize MNT 998 billion in spending from unused local-budget balances accumulated in previous years, raising total expenditure and the deficit by the same amount. The government said unused local balances had reached MNT 2.8 trillion in 2026, up from MNT 2.3 trillion three years earlier. It also proposed restoring two fiscal indicators designed to limit expenditure growth linked to mining revenue and strengthen medium-term budget discipline.

Prime Minister N. Uchral presented draft amendments to the 2026 medium-term fiscal framework and state budget on September 7. The proposal would permit MNT 998 billion of prior-year unused local-budget balances to be spent, increasing total expenditure and the fiscal deficit by the same amount.
The government said unused balances held by local budgets had grown from MNT 2.3 trillion over the previous three years to MNT 2.8 trillion in 2026. The package also restores two fiscal indicators intended to constrain expenditure growth associated with mining revenue. Parliament will determine the final scope and conditions of the amendment.
