Prime Minister N. Uchral presented draft amendments to the 2026 medium-term fiscal framework and state budget on September 7. The proposal would permit MNT 998 billion of prior-year unused local-budget balances to be spent, increasing total expenditure and the fiscal deficit by the same amount.

The government said unused balances held by local budgets had grown from MNT 2.3 trillion over the previous three years to MNT 2.8 trillion in 2026. The package also restores two fiscal indicators intended to constrain expenditure growth associated with mining revenue. Parliament will determine the final scope and conditions of the amendment.
