Cabinet Moves to Remove Bottlenecks Facing Mongolia's Oil Refinery
Mongolia's Cabinet addressed 14 legal, financial and operational issues affecting construction of the oil refinery in Altanshiree soum, Dornogobi aimag, and ordered weekly monitoring of implementation. Measures cover financing and tax arrangements, development of the site as an industrial and technology park, security, workforce training, public information, and faster official responses to permits and correspondence. The project was reported more than 60 percent complete and is targeted for operation in 2028. The Cabinet also reviewed 26 fuel-storage projects backed by more than MNT 360 billion in central-bank loans to build a 23-day national reserve.

The Cabinet reviewed fuel supply and the legal and administrative constraints affecting Mongolia's oil refinery project in Altanshiree soum, Dornogobi aimag. It identified 14 issues for resolution and ordered weekly monitoring of follow-up.
The measures include work on tax and financing arrangements, developing the project as an industrial and technology park, protecting the construction site, preparing skilled personnel, improving public disclosure, and requiring timely official responses to permits and project correspondence. Construction was reported at more than 60 percent, with commissioning targeted for 2028. The Cabinet also heard progress reports on 26 storage projects involving 21 enterprises. More than MNT 360 billion in loans has been made available to support facilities intended to create a 23-day reserve of petroleum products.
